Belgium's Unique Federal Structure

Belgium's federal structure creates a complex animal welfare landscape — animal welfare responsibilities are split between the federal government and three regional governments (Flanders, Wallonia, and Brussels-Capital Region). This means welfare standards can differ significantly depending on location within the country.

Federal Animal Welfare Law: The federal law sets baseline protections applicable across Belgium. It covers companion animals, transport, and general cruelty provisions. Recent updates have strengthened penalties and expanded protections.
Regional Competence: The three regions have their own animal welfare decrees and enforcement bodies. Flanders' Animal Welfare Decree, Wallonia's agricultural regulations, and Brussels' provisions create a patchwork that advocates argue should be harmonized at the federal level.
Wallonia Foie Gras Ban (2019): The Wallonia region banned the production of foie gras — the force-feeding (gavage) practice used to enlarge duck and goose livers. This was a significant welfare victory, though foie gras imports are still permitted for sale and consumption. Brussels Capital Region followed with its own ban. Flanders had already prohibited force-feeding earlier.

🐷 Pig Farming

Belgium has significant intensive pig farming, particularly in Flanders. Tail docking remains common. Welfare standards follow EU minimums with regional variations. Belgian welfare NGOs have run campaigns targeting conditions in Flemish pig facilities.

🐄 Veal Production

Belgium is one of the EU's significant veal producers. Rose veal (older, group-housed calves) production is growing but white veal (younger, individually-housed calves) practices raise welfare concerns. The Belgian veal sector has undergone welfare improvements under EU and retailer pressure.

🐟 Horse Meat

Belgium is culturally one of Europe's main horse meat consumers — horse butchers (chevalines) are still found in Belgian cities. Horse slaughter welfare standards and traceability of horse drug history are ongoing concerns. The 2013 European horse meat scandal originated partly in Belgian supply chains.

🐕 Companion Animals

Belgium has been strengthening companion animal welfare provisions. Breed-specific legislation for "dangerous dogs" has been debated and partially implemented. Puppy mill regulations have been a focus of advocacy. Brussels Capital Region has particularly active welfare enforcement.
