Supporting farmers, workers, and communities through the shift to more humane food systems
Improving animal welfare — whether through higher welfare standards or transition to plant-based food systems — has economic consequences for farmers, workers, rural communities, and food supply chains. A credible, humane, and politically viable welfare agenda must take these consequences seriously and support affected people through transition. This is both the ethical and strategic imperative of a "just transition" approach.
Welfare reforms that impose costs on farmers and workers without support will face intense political opposition, create unnecessary hardship, and undermine the social license for animal advocacy. A just transition approach:
Higher welfare standards often require significant farm infrastructure investment — converting battery cage systems, installing enrichment features, building loose housing. Small farmers frequently lack capital access. Public funding for welfare infrastructure upgrades (as used in several EU member states) is essential for equitable transition.
Farmers transitioning away from intensive animal production need viable alternative livelihoods. Horticultural production, specialty crops, agroforestry, and agritourism are among the alternatives. Transition support should include agronomic advice, market access support, and income bridging during the transition period.
Current agricultural subsidies in the U.S., EU, and elsewhere heavily favor intensive animal agriculture. Redirecting subsidies toward higher-welfare systems, plant protein production, and farm diversification is one of the highest-leverage welfare policy interventions available — if politically achievable.
Organizations like Farm Forward, Farmers for Climate Action, and some animal welfare groups engage directly with farmers to understand their constraints and co-design welfare improvements. This approach builds trust, generates better solutions, and demonstrates that welfare advocates respect the humans who work with animals.
Meatpacking workers — predominantly immigrants and people of color — face some of the most dangerous working conditions in any industry. Welfare improvements in slaughter systems (slower line speeds, better stunning, more space) can improve both animal and worker welfare simultaneously. Workers in animal agriculture who face job displacement due to automation or declining demand need retraining for food manufacturing, plant-based food production, and other sectors. Alternative protein companies like those in the cultivated meat sector are creating new food production jobs — though geographic and skills alignment needs active support.
Rural communities that depend heavily on a single meat processing plant or hog confinement sector face structural vulnerability. Regional economic diversification strategies, supported by state and federal transition funds, can reduce this vulnerability — and reduce the political power of the industry in those communities.
