Overview

The 3Rs framework — Replacement (avoiding animal use), Reduction (using fewer animals), and Refinement (improving welfare within animal-using procedures) — was proposed by Russell and Burch in 1959 and remains the global standard for ethical use of animals in research. Significant advances in implementation have occurred over the past decade, driven by new technologies, regulatory pressure, and scientific community commitment. Yet important gaps remain.
