The global stray dog problem represents one of the largest quantitative animal welfare challenges worldwide. Culling creates welfare harms and is ineffective. Evidence-based dog population management including sterilization, vaccination, and owner education achieves sustained welfare and public health improvements. This is a technically tractable problem requiring sustained funding and political will.
