The shift from input-based to outcome-based welfare assessment is one of the most significant methodological advances in welfare science. Input measures (space, feed quality, equipment) tell us what conditions animals are exposed to; outcome measures (lesions, lameness, behavior) tell us how animals are actually doing. The latter is what matters for welfare. Outcome measures create accountability for results rather than compliance with prescribed inputs.
