The welfare value of free-range outdoor access depends on whether hens actually use it. Ranges dominated by bare mud with no vegetation and no shelter create an outdoor space that few hens will use. Well-designed ranges with vegetation, shelter, and appropriate predator deterrence can have majority of the flock outdoors on suitable days. Welfare standards should measure actual range utilization not just its availability.
