The Five Needs framework provides a useful structure for welfare assessment but represents the legal minimum rather than the optimal welfare standard. An animal whose Five Needs are just met may still have limited positive welfare experiences and limited expression of the full range of species-specific behaviors. Higher welfare standards go beyond meeting the Five Needs to actively promote positive experiences and complex behavioral repertoires. The Five Needs are most valuable as a baseline against which neglect and inadequate care can be identified and prosecuted. They do not represent the ceiling of welfare ambition.
