Welfare auditing provides independent assessment of farm animal welfare but varies widely in rigour, frequency and ability to identify genuine welfare problems.
Welfare auditing is only as effective as the measures used, the frequency of visits and the independence of the auditor. Audit schemes that rely primarily on resource-based measures (space, housing quality) miss the actual welfare state of animals, which can be poor even when resources meet specified standards. Outcome-based measures that assess the animal directly provide more valid welfare information. Unannounced audits reveal welfare states hidden during pre-announced visits. Investment in better auditing tools and more rigorous implementation improves the real welfare impact of certification.
