The welfare codes that provide the most detailed guidance lack the legal force of the primary legislation. Funding for local authority enforcement has declined, reducing the deterrent effect of existing law. Closing exemptions, strengthening codes, and adequately funding enforcement are priority legislative welfare improvements.
