Slaughterhouse welfare breaches have historically been difficult to detect and prosecute due to the closed nature of the industry. CCTV provides persistent oversight that deters welfare violations and provides evidence when they occur. The psychological impact of observable oversight on worker behaviour is well-established in behavioural research. While CCTV does not eliminate welfare problems, it provides a systematic deterrent and evidence base unavailable through occasional inspection.
