Outdoor access poses real risks to cats — but for cats that have outdoor access, harm reduction strategies can significantly reduce road mortality, disease, and conflict.
For cats that have established outdoor habits, abrupt confinement can itself cause welfare harm through frustration and stress. Harm reduction — reducing outdoor risks without eliminating access entirely — is often the most welfare-positive approach for established outdoor cats. Neutering is the single most impactful harm reduction measure, significantly reducing roaming distance, fighting, and associated injuries and disease. Safe outdoor environments including enclosed gardens, catios, and careful road management reduce mortality without eliminating the behavioural benefits of outdoor access. For new kittens, indoor-only is the safest choice.
