The pace of animal welfare improvement is ultimately limited by the quality of the evidence base. We cannot reliably measure what we do not study, and we cannot reliably improve what we cannot measure. Strategic investment in welfare research - particularly in species where our understanding is limited, in positive welfare measurement, and in practical implementation of known welfare improvements - represents one of the highest-leverage uses of philanthropic resources in this space. The relative neglect of animal welfare research compared to other fields creates disproportionate opportunity for funders willing to prioritize this area.
