Welfare certification at its best provides genuinely improved conditions — RSPCA Assured standards for broilers require slower-growing breeds, lower stocking densities and environmental enrichment. However, weaker certifications require only minimal improvements over legal minimum. The gap between certification standards and actual farm practices, revealed repeatedly by investigators, shows that paper compliance does not guarantee good welfare. Independent unannounced audits and CCTV requirements are essential supplements.
