The welfare response requires proactive emergency planning at farm level (evacuation routes, emergency feed stores, insurance for emergency euthanasia costs) and at governmental level (trained emergency responders, clear protocols for welfare assessment and intervention). The ethical question of how much human risk is justified to save farm animals is genuinely difficult.
