Policy evaluation for animal welfare is developing rapidly as welfare science matures. Traditional tools — economic impact assessment, benefit-cost analysis — are poorly equipped to capture welfare outcomes. Emerging frameworks attempt to quantify welfare impacts in comparable units across species and interventions, enabling resource allocation decisions based on welfare impact rather than intuition. The challenge is that welfare assessment is inherently multi-dimensional and involves significant uncertainty about subjective experience in non-human animals. Despite this, better measurement frameworks enable more evidence-based advocacy and more defensible policy choices.
