The proliferation of certification schemes without clear welfare hierarchy creates consumer confusion. Red Tractor assurance, covering the majority of UK beef, sets standards that are little above legal minimum in many areas. RSPCA Assured requires substantially higher standards but covers a small proportion of total production. Clear welfare labelling hierarchies would enable more effective consumer-driven welfare improvement.
