Fish cognition research has fundamentally altered our understanding of what it means to be a fish. The discovery of tool use, social learning, long-term memory, and potentially metacognitive abilities in fish demonstrates that these animals have cognitive capacities far exceeding the simple reflex-driven behaviour once assumed. These discoveries have direct welfare implications: if fish have rich cognitive lives, the welfare costs of impoverished environments, unrelieved pain, and chronic stress are greater than previously assumed. The welfare science of fish is advancing rapidly, and the precautionary principle increasingly supports treating fish welfare with the same seriousness as that of vertebrates with more familiar cognitive profiles.
