The EU's legal framework for animal welfare is genuinely world-leading in scope — covering farm, zoo, laboratory and companion animals — but its implementation is undermined by enforcement variability and political resistance from agricultural lobbies. The End the Cage Age European Citizens Initiative demonstrated that public support for progressive reform outpaces legislative action. The 2023-2030 strategy, if implemented with strong welfare science underpinning and independent enforcement, would represent the most significant advance in European animal welfare law since the founding directives. The role of informed citizens in pressing for implementation is critical.
