The regulatory maximum densities in most jurisdictions are set at levels that produce measurable welfare compromise rather than optimal welfare — they represent what is economically viable, not what is ideal. Progressive producers voluntarily operating at lower densities demonstrate that good welfare and viable production are compatible, though at higher cost per kilogram.
