The 3Rs framework of Replace, Reduce, and Refine provides the ethical scaffold for welfare improvement, but implementation depends on available alternatives and regulatory acceptance. Investment in alternative method development and validation has accelerated dramatically, with some fields already achieving near-complete replacement of animal use.
