Animal Welfare Legislation: Progress and Persistent Gaps

National animal welfare laws vary enormously in scope and enforcement. Understanding what is and is not protected helps target advocacy most effectively.

Welfare Considerations

Legal protection without enforcement is meaningless. Many farm practices that would be illegal if performed on a companion animal are explicitly permitted for farm animals. Invertebrates — the most numerous animals — are almost universally unprotected. Filling legislative gaps requires both science (to establish sentience) and political will to reform powerful agricultural lobbies.
