Shelter environments are inherently stressful for most animals. Dogs in kennel runs bark continuously, suppressing appetite and causing psychological distress. Cats in communal rooms face territorial conflict and respiratory disease. The highest-welfare shelters use individual cat room housing, dog play groups, and behavioural enrichment programmes to reduce kennel stress. Public education about responsible pet ownership, microchipping, and desexing reduces intake and increases reunification rates.
