Trap-Neuter-Return programs are the dominant paradigm for managing free-roaming cat populations, but their welfare and ecological outcomes are actively debated.
Stray and feral cat welfare involves complex tradeoffs. Feral cats that are healthy adults living in established colonies with food sources may have acceptable welfare. Those suffering from disease, injury, or starvation do not. The welfare argument for TNR rests on avoiding the stress of capture, holding, and killing programs that have historically high failure rates. Well-managed TNR with caretakers who monitor colony health, provide supplemental food, and seek veterinary care for injured cats achieves the best individual welfare outcomes. The wildlife impact debate is separate from the welfare question.
