The variation between countries is enormous: the EU has legally binding welfare standards covering farmed species, laboratory animals, and transport and slaughter, while major livestock producing countries including China, Brazil, and the US have fragmented, species-incomplete protection. The OIE sets international standards but lacks enforcement mechanisms. Trade agreements increasingly include animal welfare provisions that create leverage for exporting countries to require importing-country welfare standards.
