Legal recognition of animal sentience matters because it changes the framework within which welfare decisions are made. When animals are legally property, welfare protections are limited by commercial and property interests. When animals are recognised as sentient beings capable of suffering, the bar for justifying welfare harms rises. However, sentience recognition in law must be accompanied by mechanisms for its application: legislation that declares sentience without creating enforcement obligations or welfare assessments has limited practical effect. The most effective sentience legislation creates institutional mechanisms like the UK Animal Sentience Committee that review policy impacts on welfare.
