Animal welfare law began with companion animals and working horses and gradually expanded to cover laboratory animals and, in some jurisdictions, farm animals. Major gaps remain: over 95% of animals used by humans in agriculture are excluded from most welfare laws in countries like the US. Progress depends on continued advocacy and scientific evidence.
