Government food policy instruments including subsidies, standards, and procurement rules are powerful welfare levers rarely used for their animal welfare potential.
Government food policy has enormous potential to improve animal welfare through instruments that have barely been applied to this goal. Agricultural subsidies that reward welfare improvement rather than output volume would transform incentive structures for millions of farmers. Public procurement standards requiring higher-welfare products would create large welfare-certified markets. These policy levers remain largely untapped.
