Their adoption by the OIE and incorporation into national legislation and certification standards has driven practical welfare improvements across multiple species and contexts. The framework has limitations: its focus on freedom from negative states does not explicitly require positive welfare. The newer Five Domains model built on this foundation by adding mental state as an explicit welfare domain and emphasizing positive states as welfare goals in their own right.
