An estimated 200 million stray dogs live globally — their welfare and management presents complex challenges.
Stray dog populations exist at the intersection of public health, animal welfare, and human poverty. Stray dogs suffer from injury, disease, and starvation while also posing public health risks in areas where rabies is endemic. Culling programs repeatedly demonstrate failure — removed dogs are rapidly replaced by surrounding populations. Humane, sustainable population management requires sterilization, vaccination, and improving human behavior around dog ownership and waste management. International organizations including WHO and OIE have moved away from culling recommendations toward humane management.
