Organic certification provides a genuine welfare floor above conventional intensive production, but the ceiling is highly variable. An organic laying hen with token outdoor access on degraded, uninviting pasture has better welfare than a caged hen but far worse than a hen on genuinely managed pasture with dense vegetation. The organic label reliably indicates some welfare improvement over conventional but does not reliably indicate high welfare. Third-party welfare certification alongside organic provides a more reliable signal.
