Circus animal welfare progress has been one of the most visible successes of modern animal advocacy. The combination of welfare science documenting the harm of circus animal training and keeping, public opinion shift away from animal performance, and regulatory responses in over 50 countries represents a genuine welfare advance for hundreds of individual animals. The remaining challenge is the countries that have not yet acted, and the rehoming challenge for animals retired from circuses -- former circus elephants, bears, and big cats often require specialist sanctuary care for decades after retirement. The animals suffer in both active circus life and in inadequate retirement if sanctuary capacity is insufficient.
