Chronic offshore oil contamination causes a continuous background level of seabird welfare harm that lacks the dramatic visibility of major spill events. Seabirds encountering small oil slicks — from routine vessel operations, platform discharges, or pipeline leaks — lose feather condition progressively, compromising thermoregulation and buoyancy. Affected birds may spend weeks in declining condition before dying or washing ashore. The diffuse, multi-source nature of chronic pollution makes regulatory accountability difficult. Beach monitoring of oiled seabirds provides some data on the scale of the problem, but represents only a fraction of actual offshore mortality. Stronger maritime enforcement and expansion of emission control areas around key seabird habitat represent the primary policy responses.
