The global patchwork of cosmetics animal testing bans has expanded significantly, but loopholes and inconsistent international standards mean that animal testing continues in some markets.
Progress on eliminating cosmetics animal testing has been substantial but uneven. The EU ban represented a landmark achievement, and Be Cruelty-Free campaigns have expanded restrictions to dozens of additional countries. However, regulatory gaps remain: some markets still require animal tests for imported products, some ingredient safety frameworks outside cosmetics regulations still require animal data, and enforcement and verification of cruelty-free claims varies. The welfare significance is significant — rabbits, guinea pigs and mice have historically been the primary species used in skin irritation, eye irritation and sensitisation testing, procedures that cause measurable pain and distress. Completing the global transition to validated non-animal methods is achievable with continued regulatory and market pressure.
