Commercial puppy mills produce millions of dogs annually under conditions that cause severe welfare harm, and legislative reform combined with consumer awareness is the most effective response.
Puppy mills represent one of the most systematic welfare failures in companion animal keeping. Breeding females may spend their entire lives in small cages without adequate socialisation, veterinary care, or recovery between breeding cycles. Puppies removed from mothers too early have documented psychological consequences including increased fearfulness and separation anxiety. The consumer who unknowingly buys a puppy mill dog is not only supporting a harmful system but often ending up with an animal with significant health and behavioural problems requiring expensive veterinary and behavioural care. Legislative approaches — requiring buyers to purchase only from the breeder directly and banning third-party sales — are the most effective structural response to the welfare harm.
