Microchipping is the most reliable form of permanent identification for companion animals, dramatically improving reunion rates for lost pets, but compliance and database quality remain significant challenges in many countries.
Microchipping is among the highest-impact welfare interventions available for companion animals because lost and stray animals experience significant welfare harms — starvation, road traffic accidents, exposure, and stress. Rapid reunion reduces these welfare costs substantially. However, the welfare benefit of microchipping is entirely contingent on accurate, up-to-date database records and interoperable scanning standards. The current fragmented database landscape in many countries means that a chipped animal may not be successfully reunited with its owner even when scanned. Database reform — through consolidation, mandatory update protocols, and universal scanner compatibility — is the critical unfinished component of microchipping as a welfare tool.
