The global campaign to end cosmetics animal testing represents one of the most successful consumer-driven animal welfare campaigns in history. The EU ban, implemented in 2013, transformed the global cosmetics market, as brands selling in the EU could not test their products on animals regardless of where they were manufactured. However, the system contains structural gaps: the requirement to conduct animal tests for ingredient safety in some jurisdictions — historically China — created a conflict for brands wanting to sell in both EU and Chinese markets. As China reforms its testing requirements and accepts alternative methods, these gaps are narrowing. The challenge is now achieving global coverage and maintaining the scientific investment in validated alternatives that enables animal test replacement without compromising safety.
