Technological solutions offer significant potential for reducing animal welfare harm by either replacing animal production systems or improving conditions within them. Cultivated meat, if scaled successfully, could eliminate the need for the slaughter of tens of billions of land animals annually. Welfare monitoring technology can catch welfare problems earlier and more reliably than human observation alone. However, technology is not a substitute for ethical commitment: it must be paired with regulatory requirements, consumer demand, and moral frameworks that place intrinsic value on animal welfare. New technologies also create new welfare questions, such as the welfare of cells in bioreactors or the welfare implications of gene editing.
