Industrial scale in animal farming is not merely a quantitative amplification of smaller-scale welfare problems but creates qualitatively different welfare challenges that require scale-specific regulatory responses. At sufficient scale, individual animal observation becomes impossible, disease dynamics change, social complexity is disrupted, and economic forces undermine producer ability to invest in welfare. Welfare regulation that is appropriate for a small farm may be entirely inadequate for an industrial facility. Scale-appropriate welfare standards — including mandatory monitoring technology, reduced stocking densities, and maximum facility size limits — are needed to address the welfare consequences of industrial scale.
