Recognition of animal sentience in law has accelerated globally over the past decade, with major implications for how animals may be treated. Understanding where legislation is advancing and where gaps remain is essential for welfare advocates.
Sentience legislation matters because it creates an obligation for governments to consider animal interests when making policy — not just for individual animals but across the full sweep of agricultural, environmental and research policy. However, recognition of sentience does not automatically produce protective regulation. The gap between acknowledging that animals feel pain and actually preventing that pain in practice remains large.
