Wolf recovery across Europe and North America creates genuine welfare conflicts between predated livestock, culled wolves, and the ecological benefits of apex predator restoration.
Wolf coexistence requires honest acknowledgement that both wolf recovery and livestock welfare are legitimate moral concerns. Wolves are sentient animals whose recovery is ecologically valuable; the livestock they prey upon are also sentient and their suffering matters. The welfare case is not simply for wolves versus livestock but for management systems that minimise suffering for both — through non-lethal deterrents that protect livestock without killing wolves. Where lethal control is used, it should be targeted, minimally disruptive to pack structure, and accompanied by genuine deterrent investment. The political challenge is that coexistence requires farmers to bear costs — in effort, investment in deterrents, and occasional losses — for which adequate compensation and support is a moral obligation.
