The introduction of mandatory CCTV in UK slaughterhouses represents a significant welfare policy intervention whose effects are still being fully evaluated. Evidence suggests CCTV increases detection of welfare breaches but does not automatically reduce them — enforcement action and follow-up training are required to convert detection into improvement. The effectiveness of CCTV depends critically on who reviews footage and how promptly, the quality of cameras and coverage, and whether footage is accessible to independent auditors. Poultry abattoirs handle extremely high throughput — thousands of birds per hour — making real-time human monitoring impossible; CCTV with AI-assisted analysis is increasingly proposed as a scalable solution. International adoption of slaughterhouse CCTV remains limited and is a priority for global welfare improvement.
