Microchipping is one of the most direct and cost-effective welfare interventions available for companion animals. The welfare harm of a lost animal — uncertainty, exposure, stress of unfamiliar environments, shelter confinement — can be substantially shortened or eliminated through rapid identification and reunification with owners. Animals that cannot be identified face extended shelter stays or, in overwhelmed shelters, euthanasia. The mandatory microchipping of dogs and cats represents one of the simplest, highest-welfare-impact policies in companion animal management — the cost is minimal, the implementation is straightforward, and the welfare benefit to both animals and owners is clear. The remaining challenge is ensuring that microchip details are kept current and that all rescue animals are scanned promptly on intake.
