Billions of animals in lower-income countries undergo dehorning, castration, and other procedures that farmers in wealthier countries can mitigate with accessible, affordable drugs. The welfare gap is not primarily about farmer ethics or knowledge — it reflects supply chain, regulatory, and economic barriers that leave welfare interventions inaccessible regardless of intent. Addressing this requires affordable analgesic development, simplified regulatory frameworks, and supply chain investment in lower-income markets.
