The gap between legal compliance and genuine welfare improvement is nowhere more apparent than in pig enrichment provision. Metal chains satisfy the letter of European law but fail to satisfy the behavioral needs the law was designed to protect. Pigs are highly motivated rooters whose behavioral drive requires manipulable, changeable substrate to be satisfied. Chains are rigid, quickly habituated, and provide none of the sensory feedback — smell, texture, resistance — that makes rooting behaviorally fulfilling. The welfare science is clear: substrate enrichment dramatically reduces damaging behaviors; chain enrichment does not. Policy must move from presence of enrichment to effectiveness of enrichment.
