Fish stocking programs introduce millions of hatchery-raised fish annually — the welfare of these fish during release and establishment is frequently inadequate.
Fish stocking programs have mixed welfare implications. The hatchery phase typically involves high-density rearing that may compromise behavioral development and cause chronic stress. At release, hatchery fish encounter conditions dramatically different from their rearing environment — natural predators, natural food sources, and competition from wild fish. The combination of behavioral naivety and physiological vulnerability produces very high post-release mortality that represents significant welfare harm. Conditioning programs that expose hatchery fish to predator models and live prey before release improve behavioral competence and post-release survival. For conservation stocking, higher investment per fish is typically justified — for recreational stocking, the welfare case for improving conditioning is strong given the scale of post-release suffering involved.
