Avian influenza response creates acute welfare conflicts: the methods most convenient for rapid large-scale culling are often those with the greatest welfare cost. Ventilation shutdown — sealing barns to cause heat suffocation — is fast and cheap but causes prolonged distress before death. Carbon dioxide gassing causes significant stress during induction. Foam suffocation is faster but has welfare implications that are debated. Beyond culling, the welfare of surviving flocks in long-term lockdown periods is also significant: free-range and organic birds denied outdoor access for months show behavioral changes consistent with frustration and stress.
