The popular dismissal of fish as simple, reflex-driven creatures has been decisively challenged by decades of cognitive research. Fish demonstrate planning, social learning, individual recognition, tool use, and responses to noxious stimuli that closely parallel what we observe in birds and mammals we consider unquestionably sentient. The welfare implications are significant: if fish have subjective experiences, then the annual killing of approximately one trillion fish in fishing and aquaculture represents a moral emergency of extraordinary scale. Treating fish welfare seriously means applying the same welfare standards we expect for birds and mammals — pain management in research and aquaculture, humane slaughter, and careful attention to the cognitive and social needs of fish kept in captivity.
