Pig enrichment regulation has created significant variation in implementation quality. Minimum compliance with EU enrichment law can involve a single hanging chain per pen — technically compliant but behaviourally inadequate. Effective enrichment for pigs needs to be manipulable, deformable, investigable, edible or chewable and provided in sufficient quantity for all pigs to access simultaneously without competition. Straw-based materials best meet these criteria because they can be rooted in, manipulated extensively and consumed. Farms that provide genuinely effective enrichment as the default rather than a regulatory checkbox see welfare benefits in reduced aggression, lower tail biting and more active, healthy pigs. The cost of high-quality enrichment is modest relative to its welfare impact.
