Microchipping is one of the highest-impact, lowest-cost welfare interventions available for cat owners. A lost, unidentified cat that enters a rescue centre faces weeks or months of shelter stress or euthanasia if overcrowded. An identified cat can be reunited with its owner within hours. The welfare difference between these outcomes is enormous, and the intervention — a few seconds of mild discomfort during implantation — is trivially small by comparison. Mandatory microchipping with penalty for non-compliance, as implemented in England, dramatically improves reunion rates and reduces shelter population. Every cat owner who microchips and keeps their records current is directly reducing the potential welfare harm their cat would face if lost.
