The 3Rs framework represents the most widely accepted ethical standard for laboratory animal use, yet its implementation remains inconsistent across institutions and countries. When applied rigorously, the 3Rs can dramatically reduce both the number of animals used and the severity of their suffering. Refinement measures — better analgesia, less invasive techniques, improved housing — can significantly improve welfare for animals whose use cannot yet be avoided. Systematic application of the 3Rs across all research institutions would represent one of the largest achievable reductions in laboratory animal suffering.
